Request RRFB IA-21 Approval: Download Our Guidance Letter

As of March 20, 2018, the rectangular rapid flashing beacon (RRFB) has interim approval from the Federal Highway Administration (FHWA). More information about the interim approval, IA-21, can be found in the Manual on Uniform Traffic Control Devices (MUTCD) memo, Interim Approval 21 – Rectangular Rapid-Flashing Beacons at Crosswalks.

The memo indicates that all state and local agencies must apply for new approvals under the new IA-21, even if they had received approval previously under IA-11, since IA-11 is no longer valid.

How to Apply for RRFB Interim Approval

  • What do I need to do? Any state or local agency wishing to apply for RRFB interim approval must request it in writing.
  • What should this request include? We’ve created a template to use as a starting point, which you can place on your agency’s letterhead and customize with your specific information.
  • Where should I send the request? Submit it to Mark Kehrli, Director of the Office of Transportation Operations, at MUTCDofficialrequest@dot.gov.
