As of March 20, 2018, the rectangular rapid flashing beacon (RRFB) has interim approval from the Federal Highway Administration (FHWA). More information about the interim approval, IA-21, can be found in the Manual on Uniform Traffic Control Devices (MUTCD) memo, Interim Approval 21 – Rectangular Rapid-Flashing Beacons at Crosswalks.
The memo indicates that all state and local agencies must apply for new approvals under the new IA-21, even if they had received approval previously under IA-11, since IA-11 is no longer valid.

How to Apply for RRFB Interim Approval
- What do I need to do? Any state or local agency wishing to apply for RRFB interim approval must request it in writing.
- What should this request include? We’ve created a template to use as a starting point, which you can place on your agency’s letterhead and customize with your specific information.
- Where should I send the request? Submit it to Mark Kehrli, Director of the Office of Transportation Operations, at MUTCDofficialrequest@dot.gov.
